A Construction Industry Transformation Programme (CITP) was launched in 2015 as part of the national agenda to transform the construction industry to be highly productive, environmentally sustainable with globally competitive players and a razor focus on quality and safety standards. The transformation plan recently went through a Mid-Term Review to ensure that the transformation program is on target. The review analysed its impact on the construction industry and to ensure that the implementation and progress continued to reflect the aspired level of transformation planned.

Construction Industry Transformation Programme (CITP) as a national collaborative effort for the continued growth and success of the construction industry, has implemented wide range of programmes, initiatives and activities since its inception. Construction industry has been growing significantly over the years with rising demand for construction, and the marketplace is becoming more competitive for both local and foreign players. Taking cognizance of the challenges ahead, a Government Agency* had initiated a mid-term review on the CITP to re-assess the effectiveness and re-aligned the initiatives under CITP to enhance the achievability of the aspired end-stated of CITP. To this end, the client had worked with 27Group to carry the CITP Mid-Term Review Study. The objective of the study is to carry out an assessment of the mid-term achievements of CITP and recommend the necessary adjustments and refinements to the CITP initiatives to enhance the achievability of the aspired end-states of CITP.
A wide range of internal and external stakeholders including ministries and agencies, as well as industry players, professional boards, associations and industry experts has therefore been involved in the mid-term review, as their input and support for re-alignment and implementation are critical for the review of CITP to be successful. Due to the volatile industry ecosystem, the study has reckon that a re-alignment of CITP Thrust Output KPIs and Initiatives are inevitable to pave the way in achieving CITP End-states. Therefore, several transformative recommendations have been proposed to realign the current Thrust KPIs and new Thrust Output KPIs are introduced to better achieve the End-State by 2020.
KEY OUTCOME
By the end of the project, the team had recommended 4 Intermediate End-States and 36 Thrust Output KPIs with 8 Focus Areas, namely Quality, Safety, Professionalism, Sustainability, Skills Training, Technology, Export and Competitiveness. All Thrust Output KPIs were anticipated to achieve 100% of the new Intermediate End-State if the KPIs were fully achieved within the timeline by 2020. The team recommended new implementation structure moving forward by putting more focus on implementation actions rather than management reporting only. Additional roles were introduced for CITP Public Relation (PR) team to help promote enforcement of KPIs to the industry players.
The CITP signify a major step toward streamlining the construction industry and preparing it for a major leap forward. As such, the leadership position taken by the Ministry of Works in spearheading inter-ministries collaboration is vital to enable CITP implementation and work synergistically with agencies, private sector players, professional boards, associations and industry expert, to ensuring the success implementation of CITP with the new priorities and emphases in the remaining period.
