Description of Project
Client
The client is a government-linked company owned by the State of Penang, established in April 2020 to accelerate the capture of opportunities in the digital economy and foster a digitally engaged society.
Background
DEMP, formerly known as the Digital Transformation Masterplan (DTMP), a meta plan that encompasses several sub-plans that outlines Digitalisation ambitions and goals towards a connected, creative and competitive society in Penang. DTMP 1.0 launched in 2021 to support Penang 2030, aimed at strengthening Penang’s digital ecosystem, fostering innovation, and ensuring social inclusivity.
Challenges & Expectations
The existing plan only outlines the strategic initiatives for the first 3 years from 2021 till 2023 to set the foundation for transformation towards Penang 2030. Hence the newly drafted DEMP will outline strategic initiatives for the year 2024 – 2030.
Our Role on the Project
Scope of Services
To developed a DEMP that will support the state’s digitalisation ambitions, creating a connected, creative, and competitive society, and ensuring Penang’s continued progress in the digital era.
Solutions / Outcomes Delivered
- Conducted a comprehensive review of the existing Digital Transformation Master Plan (2021-2023), identifying its achievements, shortcomings, and lessons learned.
- Identified gaps and limitations that need to be addressed to support the organization’s digital transformation goals.
- Developed overall strategy, strategic alignment, objectives and aspirations of Penang Digital Transformation and Smart State vision under Penang 2030.
- Conducted stakeholder assessment to define future potential of digitalization of Penang.
- Identified the role of government and private sector including the commercial terms on the overall implementation of the project and funding mechanism.
