Description of Project
Client
The Client is a billion-dollar multinational corporation focusing on power, energy, and gas technology globally. It is the second largest private sector energy corporation in the world and one of the six oil and gas “supermajors“.
Background
The “Water for Growth” Project is a public-private partnership programme initiated by the Client in 2014, with Negeri Sembilan selected as the pilot state. The Client has partnered with government and a French transnational company to develop a roadmap which outlined Negeri Sembilan’s path towards sustainable water management by 2040, as well as calculated the “True Cost of Water”.
Challenges & Expectations
The state has experienced a 25% reduction in rainfall over the past five years, as water catchment areas remain largely unprotected. The declining rainfall has seen a concurrent decline in river and dam levels. There are a disproportionately high number of water interruptions, 99.9% of which are unplanned. The water consumption is above national averages, and future demand requirements could put the state in a water deficit position before 2020.
Our Role on the Project
Scope of Services
- Situational analysis on the current state of water supply in Negeri Sembilan
- Water security assessment along the value chain from upstream to downstream
- Value leakage analysis on water supply and the assessment on the potential saving in water efficiency
- True Cost of Water (TCoW) analysis
-
Solutions / Outcomes Delivered
- Ascertained the “True North” of sustainable water management in Negeri Sembilan
- Demand profile and usage of water
- Land utlisation by upstream and downstream
- Analysed the true cost of water to derive the direct and indirect costs, risk impacts as well as missed opportunities
- Identified value leakage in terms of physical losses and non-revenue water
- Recommended high-level potential project initiatives, including governance structure
