Client

The client is a developer listed on Bursa Malaysia, focusing on Property Development, Infrastructure Concession and Construction.

Background

The Client’s business is focusing on expressway developments in South East Asia countries.

As part of the federal budget submission requirement, the Client is required to provide an estimate on the socio-economic benefits from several expressway developments that are under construction.

Challenges & Expectations

The Client will need to conduct a socio-economic impact assessment to identify the type and magnitude of socio-economic benefits from several expressway projects, towards the Federal & State governments, as well as the general public.

The assessment should capture the benefits during the construction and operation phase of the expressways.

Our Role on the Project

Scope of Services

We were engaged to provide the following services:

• Review the expressway alignment
• Build a Socio-economic Model which simulates the potential project benefits
• Assist in the presentation to authorities

Solutions/Outcomes Delivered

Working with the quantity surveyor onboard, we have developed a project financial model which provides an indication of the revenue and cost considerations for the expressway developments.

We have also taken into consideration the potential impact of an increase in traffic at various entry & exit points on the real estate values along the expressway.

These factors were captured and quantified in a Socio-economic Model, which translated into:

• Economic Impact (GDP uplift, business generation)
• Employment Impact (job creation)
• Accessibility Impact (reduction in travelling time)
• Environmental Impact (reduction in carbon emission & traffic congestion)
