Description of Project
Client
The Client is the Ministry of Local Government Development which is primarily responsible for urban well-being, local government and public services such as solid waste management.
Background
The Client intends to develop the Circular Economy Blueprint for Solid Waste in Malaysia as a long-term plan for the Government of Malaysia and as reference for all stakeholders in reducing the amount of solid waste that ends up in landfill.
Challenges & Expectations
There has been no specific policy in Malaysia to implement circular economy to be referred to by all stakeholders including the Federal Government, State Governments, Local Governments, industries, manufacturers, retailers etc.
This implies that the blueprint must take into account multiple stakeholder groups and value chains, and propose enablers and transformative initiatives for all levels of society in Malaysia.
Our Role on the Project
Scope of Services
We were engaged to provide the following services:
- End-to-end value chain mapping & analysis
- Strategic framework & initiatives implementation mechanism
- Financial management mechanism
- Regulatory Impact Assessment
Solutions/Outcomes Delivered
We assessed the status quo of solid waste management and circular economy in Malaysia for existing gaps and potential opportunities.
We also identified the high potential solid waste streams for circular economy through economic potential & environmental impact analysis.
From a thorough benchmarking of other countries’ circular economy initiatives, we highlighted a list of policies, programmes and projects for Malaysia that were then validated through stakeholder engagements from the public and private sectors as well as civil society.
