The Client – East Coast Economic Region Development Council (ECERDC) of Malaysia is a statutory body established under an Act of Parliament, the ECERDC Act 2008 (Act 688), to drive the implementation projects and key programs identified in the ECER Masterplan.

The plant in question is set to be Asia’s largest second generation bio-refinery complex being 140 hectares in size. Since its completion it has successfully attracted multi-billion of investment into the park. As part of an expansion plan, the client had commissioned a study to prepare a Business Strategy Implementation Plan (BSIP) to guide the expansion of phase 3 of the project.
The focus of this BSIP is to develop an implementable, phased strategic approach to the development of the project’s phase 3 expansion that focuses on industrial biotechnology with potential for biochemical / feedstock production which could ‘drop-in’ to the petrochemical supply chain once the market & economic conditions ensure this is feasible.
Key Outcomes
We were engaged as the Master Planner & Business Strategist, with primary objectives to develop biomass and petrochemical value chains for the project. This focuses on three target industries and potential markets namely Industrial biotechnology, Bio-agriculture & Biomedical.
Working with industry veterans in the field of bio-polymers & feedstocks, we conducted in-depth industry analysis on the industrial biotechnology value chain to be promoted at the facility and identified potential products of high demand.
We also looked at the availability of biomass feedstock to supply the plants usage. Leveraging on its close proximity to various sources of feedstock, we have positioned it as a multi-feedstock park.
To better manage the park operation, we developed a park management model & a recovery model for the park manager.
We also helped to identify and realize investment from global and regional industrial biotechnology players in the project.
