Description of Project

Client

The client is a developer listed on Bursa Malaysia, focusing on Property Development, Infrastructure Concession and Construction.

Background

The Client is preparing a high level document on East Coast Development Project for presentation to the State as a draft for review prior to the submission to Federal (before RMK-12). In preparation, the Client needs to undertake a preliminary feasibility study for the proposed development, including building a new airport at the East Coast as well as estimate the direct and indirect socio-economic benefits potential from the project.

Challenges & Expectations

It is reckoned that the construction of an International Airport alone would not be viable as it would incur high CAPEX from the federal government and the socio-economic benefits do not justify the investment. Other than that, the land ownership in some developments of the region are owned by private sectors which would pose challenges to the Client for the development. More strategic development components would need to be introduced to maximize the socio-economic benefits and enhance the project viability.
