The Client was is the principal government agency responsible for the preparation of development plans for the nation. The Client was assigned the responsibility for the formulation, implementation, progress evaluation and revision of development plans.
Full Story
As part of the effort to develop the economic in Malaysia, the Client is aspired to chart a development plan for all airports in the northern region of Malaysia.
There were seven development options being identified initially, and the study is to conduct a thorough study that assess and evaluate these options, and to provide recommendations on the viability of each option, taking into account both development (socio-economic growth, financial performance and development plans) and physical (connectivity and transport networks, air and ground traffic demand and the environmental).
Key Outcomes
This study was undertaken by a panel of consultancy firms in the areas of socio-economic study, built asset & aviation consultancy, transportation & traffic management and environmental.
Our scope mainly focusing on the areas below:
- Air traffic & air cargo forecast
- Airport assessment (functionality, facilities, capacity, operation etc.)
- Recommend development options for each airport
- Option development sketches & CAPEX estimations

By the end of the project, the team had delivered:
- Detailed option analysis matrix which evaluate the options from Operational Sustainability, Financial Viability, Economic Benefits, Strategic Fit, Social Considerations & Environmental Considerations.
- Risk assessment on the shortlisted options in the areas of operational strategic, financial & environmental risks.
