Description of Project
Client
The project owner had decided to adopt PPP procurement route for a 6 acre mixed-used development in the city center of Mandalay, Myanmar. We were appointed to advise on the tendering process & shortlist the qualify tenderer for the development.
Background
The project site is sitting in the city center of Mandalay, with high density of population and diverse economic activities happening in the neighboring area.
Our Role on the Project
Scope of Services
We were engaged to provide procurement route advisory services and undertake independent review on the tendering process to ensure a qualified tenderer can be shortlisted and the project owner’s vision on the development can be achieved.
Below are the primary scope:
- To review current EOI submitted by the bidders & shortlist the suitable bidders
- Review the bidding documents & RFP for the formal bidding
- Evaluate the submitted bids & assist in finalization the award
- Benchmarking typical PPP model
- Conduct high level concept feasibility study on the development to assess overall project viability to project owner
Solutions / Outcomes Delivered
- After the shortlisting process, we had also provided advices on the risk areas that the project owner need to look into, and proposed several mitigation strategies
- Developed a set of standard tendering procedures & educated the officer-in-charge to adhere to the standard norm in upcoming tenders
